본 연구는 현재 성안 중에 있는 ‘미래형 교육과정’의 개발 과정과 내용을 대상으로 그 타당성을 검토하고 예상되는 문제점을 살펴보며 해결 방안을 제안하는 것을 목적으로 한다. 이러한 연구 목적을 달성하기 위하여 그동안 국내외에서 이루어진 교육과정 개발 관련 문헌들을 분석하고 검토하였다. 본 연구를 통하여 밝혀진 결과를 정리하면, 미래형 교육과정의 개정 이유로 글로벌 창의 인재육성을 제시한 것은 설득력이 부족하며, 국민공통기본 교육기간을 낮출 것이 아니라 폐지하는 것이 바람직하고, 교육과정의 총론에 교과교육과정 개발의 기준을 제시하는 것은 여러 가지 점에서 무리한 일이다. 미래형 교육과정 개편의 핵심 사안이라고 할 수 있는 교육과정의 다양화와 특성화 그리고 자율화 방식의 운영 체제 개편은 입시나 학력 위주의 교육현실에서 왜곡된 방식으로 운영될 가능성이 있으므로 보다 면밀한 계획으로 부작용이나 역기능을 최소화하는 방식으로 제안되어야 하며, 교육과정 전문가들의 독점적인 개발 방식을 지양하고 개발과 심의 과정에서 민주화, 법제화, 투명성 등을 제고할 필요가 있다.
This purpose of this study was to investigate a proposal of revised curriculum called as Future-oriented Curriculum and to examine the validity of it. The study mainly employed a literature review of the curriculum development. In the results, it seems not to be reasonable to present creative human development as an essential goal of Future-oriented curriculum. It is necessary to abolish the national common curriculum rather than to curtain the period which it is going to be implemented. To insert curriculum standards of each subject into a general curriculum guideline may not be well. Diversity, specialization, and self-regulation of curriculum, the key concepts of this revised curriculum have a possibility to be abused in high stake test-centered reality. This circumstance required a detailed planning of the revised curriculum implementation for decreasing side effects. The researcher suggested that it is necessary to make a law to impose legal controls in revising the national curriculum to guarantee the democratic principle.
