The purpose of the study is to develop a model for elementary school English textbooks
to implement the 2008 elementary school English curriculum which went through a partial
revision mainly in terms of class hour. When the elementary school English education
started in 1997, English textbooks were written by ELT specialists and approved by the
Ministry of Education. Elementary school English textbooks for the 7th revised English
curriculum were compiled by the Ministry of Education and Human Resources
Development. With the revision of English curriculum for elementary school in 2008,
elementary schools are supposed to use English textbooks approved by the Ministry of
Education, Science, and Technology (MEST), which are characterized by variety as well as
creativity. Some characteristics of the 2008 elementary school English curriculum are as
follows: increase of class hour and learning contents, differentiated instruction, and
extended use of ICT. Based on the results of the analysis of previous English textbooks
and curriculum, this study presented a new framework for elementary school English
textbook which emphasizes culture learning and the use of ICT.
