In early 2017, the education community made an effort to analyze and suggest alternatives to presidential campaign pledges in different areas. Among them, this study analyzes the scope of pledges and issues related to educational governance that are of interest to academics. This paper reviews the validity of the translation term 'governance(거버넌스)', which is one of the hot topic of academic conversation, and tried to redefine its concept and scope. It also aimed to help set the scope and direction of discussion on educational governance based on newly established concepts and scope. In order to establish a new concept of education governance, firstly explains the reasons for the confusion in the concept of governance as it sounds and proposed alternatives to overcome it. The concept of an educational governance structure was then disclosed and used as a framework for discussion on the governance structure of elementary and secondary schools. Secondly, the paper compares the pledges on educational governance of the candidates for president. Finally, issues concerning the governance structure of education are identified and briefly analyzed according to the scope of concepts.
