Propaganda often is considered to be possible under conditions such as authoritarian government, monopolized media, malicious propagandists, or impotent people. This is the reason for the expectation that the extraordinary progress in information and communication technologies (ICT) will overcome the problem of propaganda, if they have not done it yet. Nevertheless, one does not see much evidence that the power of propaganda has diminished, in spite of the availability of vast information and possibility of interactive communication. Why is this the case? This research exposes that ICT has created a new environment for propaganda rather than overcoming it, which requires expanding the democratization of technology theories in philosophy of technology further. In other words, the relationship between technology and democracy cannot be explained by the simple idea that technology promotes democracy or the assumption that technology can be controlled by democratic decision making process. Propaganda in the era of ICT shows that the desirable progress of technology and democracy is possible only when a society is equipped with the clear understanding of the social impact of technology together with a firm commitment to the ideal of democracy.
