This research analyzed the characteristic and change of administrative system for science and technology(S&T) in Kim Young-sam Civilian Administration age. For this purpose, this study examined administrative organization, legislation and developmental program related to S&T in Kim Young-sam Civilian Administration age. Kim Young-sam Civilian Administration succeeded to, reorganized and set up administrative system for S&T of authoritative administrations and established more developmental administration system for S&T. As a result of this analysis, system related to S&T involved continuity. Kim Young-sam Administration founded the Ministry of Information and Communication, Expanded Report Council for Informatization Promotion and Framework Act on Informatization Promotion. Kim Young-sam Administration succeeded to the Ministry of S&T and Presidential Advisory Council for S&T. Kim Young-sam Administration restructured General Council for S&T into Minister Council for S&T and Promotion Council for S&T into Report Council for the Promotion Plan of Technology Development. Kim Young-sam Administration reorganized S&T Promotion Act into Special Act for S&T Innovation and development plan for S&T into Five-year Plan for New Economy: Sector Plan for Technology Development Strategy and Five-year Plan for S&T Innovation. Accordingly, institutional succession and reorganization were of greater importance than institutional establishment. Eventually, it is interpreted that administrative system for S&T which authoritative administrations had set up influenced administrative system for S&T of Kim Young-sam Administration continuously. It is analyzed that this result originated from the fact that institutional factor is not variable so tends to succeed to institution of previous administrations. Therefore, if institutional factor provides, the framework involves continuity. So even if political environment changes, the influence can not be reflected instantly.
