중앙정부 차원의 복지 정책이 갖게 되는 필연적인 약점을 보완하기 위해 다양한 접근 방식들이 도입된다. 보건, 환경과 관련된 복지 서비스의 지방화, 민영화, 관민 공동 파트너쉽, 수혜자의 참여, 소비자 지향화를 추구해 왔다. 이러한 시점에서 지역사회에서 복지 수혜자(클라이언트)의 내면의 욕구를 올바로 알기 위하여서는 대량으로 폐쇄적 조사인 양적조사보다 참여관찰을 중시하는 질적 조사가 필요하다고 본다. 질적 조사연구에는 다양한 종류가 있지만 모든 질적 조사연구는 공통된 특성을 가진다. 질적 조사연구는 양적 조사연구에 비하여 융통성 있고 유동적인 조사 절차와 방법을 사용한다. 질적 연구에서 중시하는 사실주의적 탐구방법은 클라이언트가 거주하는 지역사회나 그들의 가정을 일상적으로 방문하는 사회복지사들에게 매우 중요하지만 양적조사에 비하여 선행연구도 별로 없는 한계가 있다.
So as to make up the inevitable defects of welfare policy inclined to central government, diversity of approaches have been introduced. Localization and privatization of welfare services related to health care and environment, public-private partnership, participation of beneficiaries, consumer-oriented services have been processed. At this point, the qualitative research method which set much value on participant observation is more suitable than quantitative research which mainly focuses on closed quantitative measuring to capture very desire of welfare beneficiaries (client). There are many approaches and methods in qualitative research, yet the whole qualitative research has common features. This way of research uses more flexible and active procedures and means of research than quantitative research uses. The on-the-spot investigation method stressed on in qualitative research, very important to the community in which the clients live and social workers who have to visit them day by day, has limitation not having much previous activities.
