The purpose of this study was designed to develop evaluation instruments for Early Childhood education institutes centering on parents from a consumers perspective regarding the quality standard of early childhood education institutes.The result of this research is as follows: First, since the rating of parents as to the items of preliminary criterion has mostly shown high importance according to items and areas, it has been proved that parents has recognized their importance by verifying the propriety of contents about the importance of evaluation items. Besides that, as preliminary criterion comprises four specified areas featuring physical environment, human environment, education programs and operation management, the propriety of job offering has been proved as a result of factor analysis by taking subordinate items as variables in line with each area.Second, as a result of calculating Cronbach α coefficient, an internal concurrence index of items, in order to yield the credibility of preliminary evaluation criterion for baby education institutes, the credibility of the entire preliminary criterion has been proved very high. Third, based on these outcomes, I has finally selected 104 items which parents has rated important and been desirable in terms of Cronbach α coefficient , developing evaluation instruments for early childhood education institutes centering on parents.
