This study analyzed the Best HRD certification system to determine how it can be improved and developed. The results of the analysis are as follows. First, our analysis of the status of the accreditation of private sector HRD in 2006 found that a total of 85 large companies and 61 small and medium enterprises applied. The number of applicants increased steadily for several years thereafter, reaching a high of 160 in 2011 and steadily decreasing since then. Second, our analysis of the status of large enterprises and small businesses found that small business applications were much higher, and the average number of large enterprises was about 15. Third, we found that large companies averaged a 79% acceptance rate. Fourth, small business averaged a 39.4% acceptance rate. Based on these results, we developed the following recommendations for improving and developing the certification system. First, because the system is not currently suitable for the realities of small business, it is necessary to focus on small business rather than expanding certification efforts for large enterprises. Second, the system should provide various HR-related programs that target small businesses. Third, it is necessary to simplify the document review process. Fourth, the validity of the results must be improved. Fifth, a detailed evaluation is needed to ensure the validity of the audit results. Sixth, it is necessary to develop indicators that meet the needs of the times. Seventh, it is necessary to review the virtuous cycle system that obtains the best HRD certification after monitoring and managing the performance with the support of the consulting business. Eighth, publicity regarding the certification system must be strengthened. Ninth, it is necessary to strengthen practical benefits in order to facilitate firms participation in certification.
