This study analyzed the change and characteristic of cultural activities for S&T which were performed by private sector in democratic government time. Cultural activities for S&T by private sector were very limited but cultural activities for S&T by public sector were overwhelming in Kim Young-sam Civilian Administration period. So cultural activities for S&T between private sector and public sector formed very unbalanced structure in Kim Young-sam Civilian Government time. In Kim Dae-joong People’s Administration era, Advisory Committee for Life Ethic was established in order to construct social consensus on life ethic in the field of S&T democratization. Meeting for S&T Democracy under the Influence of People’s Solidarity for Participatory Democracy(Civic Science Center) tried to improve civic interest and participation in S&T policy such as life S&T and science shop as network between university and region developed for the first time. In addition, professional journal and publisher related to S&T appeared in the field of S&T press. In Rho Moo-hyun Participatory Government period, consensus conference at the national level and science shop at the local level were founded in the field of S&T democratization. And National Science Teacher Association was set up in the field of S&T education, so cultural activities for S&T by private sector expanded more and more. Cultural activities for S&T by private sector in Lee Myung-bak Government era were very remarkable in the field of S&T education. Accordingly, Korean Education Federation for Science Culture concentrated on spreading S&T culture and various STEAM education programs raised the understanding level of S&T culture.
