The purpose of this study was to develop and implement a teacher training program to operate a competency based ‘Introduction to Intellectual Property’ curriculum and to verify the effectiveness of the training program. In order to accomplish the purpose of the study, we developed a teacher training program according to the process of ADDIE model of Instructional Systems Design based on the results of previous studies, in which they suggest to analyze the needs of teachers participating in the training, to organize the contents of training program considering the feasibility in the real teaching-learning fields, to operate the interesting and participatory program, and to consider the organization of teacher trainers. Questionnaires were conducted on the perception of subject relevance and perception of the importance and performance of the educational contents before and after the training. Through the importance - performance analysis (IPA), the research was able to confirm the effect and change of the training. The results of the study are as follows. First, there was no statistically significant difference in the perception of subject relevance in the pre - post test of the training. Second, as a result of analyzing the perception and change of the importance of educational contents, the trainees, who participated in the training recognized the importance of the whole educational contents of the ‘Introduction to Intellectual Property’, and the perception of importance was not changed after the training. Third, as a result of analyzing perceptions and changes in performance, performance was improved at a statistically significant level. Fourth, as a result of the pre - post test of importance - performance analysis of the trainees, the type of change of teachers participating in the training could be classified into four types such as ideal effect type, weak effect type, frustration type, and insincerity type. Based on the results of the study, the follow-up researches include the development of the teacher training program based on the teaching competency of the teacher in charge of the ‘Introduction to Intellectual Property’ curriculum, the establishment of systematic teaching and learning support system, and the construction of quality management of the teacher training program.
