Developmental Disability is keenly related with social indifference and discrimination and also inferior status in comparison to physical disability due to the hierarchy of disability. This principle can be also applied to the area of Direct Payment and Personal Budget in the UK as people with developmental disabilities were not supposed to be covered into the scheme of Direct Payment. However, personal budget could be legislated in the 2014 Care Act by virtue of continuing supplementation process. The necessity of adopting Personal Budget system in South Korea is still on debating. But under the positive atmosphere that government proclaimed in 2018 that community care policy will be well organized on soon, which casted in-depth discussion is needed surrounding the implication of Personal Budget in relation to community care policy. In addition, Personal Budget is supporting the empowerment of service users with choice and control. There needs that the amount of services should be enough to overcome suffering situation of services user and also the way and process in utilizing care service should be renovated from the viewpoint of choice and control where Personal Budget policy intends to achieve. To modify the original scheme of Personal Budget system into our society we need to develop and supplement the policy and manuals of providing information, communication, money management and other supports designed personalized for developmental disability. By doing these the original intension of Personal Budget system will be achieved.
