교정시설에 입소하는 범죄자 중 많은 수가 출소 후에도 사회 정착에 어려움을 느끼고 다시 범죄를 저질러 교정시설에 재입소하곤 한다. 본 연구는 교정시설에서 출소한 이후의 건전한 사회복귀를 위하여 시행중인 교정 교육 중 직업 훈련에 대해 다루었는데, 그 이유는 직업 훈련이 사회 정착에 있어 가장 중요한 교육이기 때문이다. 그 중에서도 가장 광범위하게 과정이 편성되어 있는 건축분야를 중심으로 운영 현황을 살펴보고 수형자 설문조사를 통해 문제점 및 개선방안을 제시하였다. 연구의 결과는 다음과 같다. 첫째, 직업훈련 교육은 출소 후 취업이 가능한 직종 우선으로 실시되어야 한다. 노동시장의 변화를 충분히 반영하고 숙련 과정 등의 교육을 통해 교육의 효과가 충분히 발휘되게 하여야 한다. 둘째, 직종별로 직업훈련교사의 수를 확충하여 적정인원을 지도할 수 있어야 한다. 셋째, 외부 대학과의 연계를 통해 다수의 초급수준의 훈련보다는 하나의 고급 기능에 집중하여 교육할 수 있도록 하여 직업훈련의 질적 향상을 유도하여야 한다. 넷째, 사회에 비해 매우 부족한 인당 훈련예산을 증액하여야 한다. 다섯째, 재입소율이나 취업률 등 직업훈련의 성과를 측정할 수 있는 지표를 개발하여야 한다.
Many of criminals after the release used to return to correctional facility because they tends to have difficulty of settling down and be recommitted to crime again. This study aims to cover job training in correctional facility in order to make rehabilitation easy, which is the most important course for settling down smoothly in society. Courses in architectural field are the mainly researched because they have one of the biggest parts of the job training course. The study and the surveying with the prisoners are done, here is the result. First, job training should be focused on the professional field that have available vacancy for them. The courses should follow up the trend of job market and give mastering course so that the fruition of training works well. Second, the number of teachers for each profession have to be enough compared to the trainees, to teach proper number of trainees per class. Third, the quality of training need to be improved by focusing on a single skillful work rather than bunch of unskilled labors though cooperating with collages in society. Forth, budget for training is supposed to be increased as it is quite low than other normal job training course. Fifth, tools for measuring training result is developed such as returning ratio or employment rate.
