논문의 연구목적은 국제사회의 대 리비아 결의안 채택과 이행과정에 나타난 프랑스와 독일의 입장 분석을 통해, 대 리비아 군사개입의 성격을 규명해 보는 것이다. 대 리비아 군사개입 시 프랑스와 독일이 취한 정책결정과정을 아우본 박사의 개입요건을 이용하여 분석하고, 나이 교수의 판단기준에 의거 양국의 이해관계를 평가하였다. 자유주의자들은 이 개입을 2005년 유엔 총회결의안에서 채택한 보호의 책임에 의거한 것으로 보고 있다. 하지만 이는 관련국들의 이해관계의 의해 영향을 받았다는 것을 부인하기는 어려울 것이다. 본 논문에서의 평가 결과 역시, 프랑스의 적극적인 군사행동은 리비아 국민들의 인권 보호보다는 자국의 이권을 보호하기 위한 것이며, 독일은 과거사와 대외정책 수단의 차이로 인해 결의안 1973에 기권하게 된 것이었다. 이를 통해 보면, 향후에 국제사회에서 발생할 군사적 개입 역시도 현재의 세계질서 체계유지를 위한 각국의 실리주의 외교 및 안보정책과 완전히 분리될 수는 없을 것이다.
The purpose of this paper is to examine the military intervention s propensity to Libya through the standpoints of France and Germany expressed in the processes of deciding and implementing the military intervention to Libya by the international society. The policy decisions of the both countries are analyzed by the variables posited by Amber Aubone, and I evaluate the interests of them using the criterions for the propensity judgement of intervention suggested by Joseph S Nye. From the view of the liberalists it was seen as the intervention for the implementation of R2P established at the UN assembly in 2005. However it is undeniable to be affected by the relevant countries national interests. According to the research results, the military action of France was to increase its own interests rather than to protect human lights for the libyan population, and the abstention of Germany on the vote for the resolution 1973 was resulted from its historical legacy and the difference of foreign policy instrument. Consequently, another intervention will occur in the near future might not be completely separated from the each country s pragmatic diplomacy and security policy to keep the current world order.
