This article analyzes key issues regarding comprehensive school card admission system(CSCAS) on college entrance through reviewing previous academic papers, and discusses and provide the direction of improvement of college admission system in Korea. Currently, main issues on the college admission system surrounding CSCAS are the achievement of students after entering colleges, the policy effect of CSCAS such as decrease of private education expenditure, normalization of highs school education, and fairness and reliability of CSCAS. First of all, previous academic studies shows that GPAs of students entering colleges through CSCAS are lower than that of other students. Partially, students entering colleges through School Card Achievement Score shows relatively higher GPA than other students. Secondly, the effect of CSCAS has not appeared, since private eduction expenditure did not deceased and normalization of high school education was very limited. Even some negative effects were found such as exaggeration of school card. Finally, fairness and reliability of CSCAS are very low. ICCs of some colleges’ data of CSCAS are very low, thus we found that CSCAS has not worked appropriated as a college admission system.
