일제강점기 한국에서 가장 먼 곳인 쿠바에서도 한국의 독립을 위해 독립자금을 모아 미국 샌프란시스코 대한인국민회와 중국 상해임시정부에 보냈었다. 이러한 공로로 한국정부는 23명의 쿠바한인들에게 서훈을 추서했다. 그러나 이는 한국정부의 일방적인 발표였을 뿐 미수교국인 쿠바한인들에게는 귀중한 서훈이 전달되지 못한 사실이 밝혀졌다. 필자는 쿠바한인 1세대들의 독립운동에 대한 연구를 위해 2016년 5월과 7월, 2017년 7월 쿠바를 3회 방문했다. 2016년 5월 방문과정에서 한국정부로부터 쿠바한인 23명이 독립운동 자금 지원의 공로로 서훈이 발표된 사실을 확인하였으나, 이는 한국정부의 일방적인 발표로 임천택 선생(1999년 애국장) 한분만 후손에게 서훈이 전달되었을 뿐 나머지 22명의 후손들은 이러한 사실을 알지도 못하고 있다는 사실을 확인하여 2016년 7월 재차방문하여 후손들에게 이러한 사실을 알리고 가족관계 관련 서류를 수집하여 보훈처에 접수하도록 하였다. 3회에 걸친 쿠바 방문을 통해 후손들을 찾아내 쿠바한인 1세 이승준 선생은 2016년 12월, 호근덕 선생은 2017년 4월, 장영기 선생은 2018년 2월 28일 보훈처에 보관되어있던 귀중한 서훈이 전달되도록 하였다. 그리고 마탄자스에서 김세원 선생의 손녀딸을 만난 것이 계기 되어 김세원 선생과 그의 사위 이재희 선생과 이승택 선생을 발굴하였으며 이재희 선생의 부친이 이세창 선생이라는 것을 찾아내 한 가족 4명의 미전수자를 찾아내 서훈 전수에 필요한 서류를 준비 중에 있다. 독립운동가 후손 찾기는 국가보훈처가 당연히 해야 할 일이다. 필자는 2016년부터 쿠바한인 후손 찾기의 시급성을 보훈처를 직접 방문하여 이야기하였고 이후 언론을 통해 수없이 이야기했지만 전문 인력과 예산이 없다는 답변을 들어야했다. 이에 한인디아스포라를 연구하는 연구자로서 후손찾기에 나선 결과 8분의 미서훈자 후손을 찾을 수 있었다. 이러한 미서훈자 후손 찾기 사례를 통해 향후 북미지역 쿠바한인 후손뿐만 아니라 중국, 구 소련지역, 미주 등에 거주하는 서훈 미전수 독립운동가들을 찾는 정책에 도움이 되었으면 한다.
Korean Cubans gathered independent movement funds for Korea s independence and sent them to the Korean National Association in San Francisco, USA and the Korea provisional government in Shanghai, China. I visited Cuba three times in May and July 2016 and July 2017 to study the independence movements of the Korean Cubans. During the visit in May 2016, 23 Korean Cubans from the Korean government confirmed the announcement as a result of the support of the independence campaign fund, but this was due to the unilateral announcement by the Korean government of Lim Chun-taek (1999) And the other 22 descendants did not even know about this fact. In July 2016, I visited again and informed their descendants that they had collected family related documents and accepted them to the Korean Ministry of Veterans Affairs. This paper researches Korean Cuban descendants and seeks ways for decoration to be delivered. Korean Cubans are too complicated to document and have a lot of language difficulties. Descendants of Korean Cuban whom I met during the third visit were linked to the first generation descendants and the descendants of 1,000 people were independent descendants. Considering the political characteristics of Cuba, Korean government needs to actively discover the failures of transferring decorations.
