Since 1989, national health insurance has been conducted in Korea. Nevertheless, the system takes a negative policy, separating enlisted soldiers from general people by excluding them out of health insurance registration. For that reason, enlisted soldiers can’t receive the actual benefit of health insurance. Here, this study intended to derive the problems of current system and improvement plan by analyzing national health insurance act, the legal basis of enlisted soldiers health insurance system. To suspend allowance onto enlisted soldiers along with prisoners by excluding them from the registration based on national health insurance act article. 6 and article. 54 is an act to lose the honor of enlisted soldiers, which is actually a reverse discrimination that would not have been given if they are not in mandatory military service. Also, that is a result leaning to economic and legalistic interpretation. By adopting a separate payment method of costs of health care benefit like deposition only enlisted soldiers based on the same act article. 60 financial deterioration and unnecessary administrative expenses are reappearing, which regional cooperatives experienced before the integration of national health insurance in the past. This is against the basic principles of national health insurance based on risk dispersion of insurance members and mutual help, due to this article, enlisted soldiers can’t receive the benefit of national subsidy nationally supported to health insurance finance. Families of employee insured are not reduced with insurance contribution even when their children enter the mandatory military service, which is inequality in charging scheme. As the improvement plan, first, political determination is required to priority consider enlisted soldiers in perspective of veterans, since they are performing military service representing the whole people for the national defense and security. That is, this study suggests to include enlisted soldiers in national health insurance registration. This coincides with the basic principle of health insurance, also, it contributes to settlement of reverse discrimination, administrative efficiency, and reduction of manpower. Second, this study suggests to calculate insurance contribution onto the enlisted soldiers for national health insurance registration and Ministry of National Defense should pay this. Through this, medical treatment option of enlisted soldiers onto private medical institutions could be guaranteed without burden of medical expense increase. Third, this study suggests to reduce insurance contribution onto the employees insured by improving insurance contribution charging scheme onto the families with enlisted soldiers.
