본 연구는 2022학년도 대입제도개편 공론화 과정과 결과를 선행연구 분석을 통해 도출한 성공적 공론화 조건을 기준으로 평가함으로써 교육정책문제에서의 공론화 활용 방안에 대한 시사점을 얻고자 하였다. 본 연구에서 제시한 대입제도개편 공론화 평가 준거는 ①운영주체의 중립성과 전문성 ②시나리오 워크숍에서 참여자의 포괄성과 과정의 공정성 ③공론조사에서 참여자의 대표성(포괄성)과 정보의 정확성 및 숙의성 ④공론화 결과의 사회적 수용성과 정책 반영도이다. 2022학년도 대입제도개편 공론화 평가 결과는 다음과 같다. 첫째, 공론화 계획 및 운영·결과 도출 과정에서 운영주체의 중립성과 전문성이 부족하였다. 둘째, 시나리오워크숍과 공론조사 참여자의 대표성(포괄성) 확보에 한계가 존재하였다. 셋째, 숙의를 위한 자료의 정확성이 다소 부족하고 학습 및 숙의에 필요한 시간과 기회가 충분히 제공되지 않았다. 넷째, 공론조사 과정에 참여한 시민참여단의 숙의 효과는 낮은 수준이다. 다섯째, 공론화 결과에 대한 사회적 수용성이 매우 낮고 공론화 결과의 정책 반영도 역시 미흡하다.
This study evaluates the public deliberative process on the reform of the university admission system in 2022, based on the conditions of successful public deliberative process. The evaluation criterion of the public deliberative process is as follows: ① impartiality and professionalism of the central operating body ② inclusiveness of participants and fairness of process in the scenario workshop ③ the representativeness of participants and the accuracy of information and deliberation in the deliberative polling ④ social acceptability and policy reflection. The results of the evaluation of the public deliberative process are as follows. First, impartiality and professionalism of the central operating body was lacking. Second, There is a limit to the representativeness of the participants in the scenario workshop and the deliberative polling. Third, the accuracy of the information was lacking and there was not enough time and opportunity for learning and deliberation. Fourth, the effect of deliberation by the participants in deliberative polling is low. Fifth, the social acceptability and the policy reflection of the result of public deliberative process are insufficient.
