With the decreasing employment rate of companies, rather disappointing 50% employment figure of veterans is undoubtedly problematic. Unlike government officials whose age of retirement is 60 years old, the retirement age of the veterans is determined by their rank. If they are not promoted to a higher rank in time, they are forced to be discharged from their ranks regardless of their will. Although Ministry of Patriots and Veterans Affairs has created employment opportunities for veterans and organized supporting consultative body to solve such problems, it is not an easy task to help them find job placements in companies experiencing economic slump. Furthermore, there is a setback to execute tasks effectively because the task of supporting veterans is overlapped with that of Ministry of National Defense, and its effort cannot be fully concentrated on veterans because it also takes charge of the tasks to support mandatory service soldiers.\nThus, this study focuses on task allotment among government departments and expansion of the Ministry of Patriots and Veterans Affairs, which will facilitate given tasks. Especially, the study proposes a plan to find job titles for veterans within the military rather than depending on general enterprises, and employing the concept of mercenary in South Korea has been researched. Even though there is a burden of enactment of new laws and financial support, the study has initiated to induce a paradigm shift and national interest in the idea of employing mercenary policies, along with the anticipation of follow-up studies on this topic.
