This study aims to establish speaking evaluation goals and evaluation standards. For this, we critically investigate speaking education goals. On the basis of this investigation, first of all we derive speaking evaluation four goals. Those are individual evaluation goal, social evaluation goals, ethical evaluation goals, cultural evaluation goals. Secondly, we establish evaluation elements and standards. These elements are 'speaker, listener, situation, utterance/discourse's function, norms, convention, cognitive process, way of expression and delivery, noise, change of speaker and listener's states. It is necessary to connect speaking evaluation goals and evaluation elements, standards. We divide them into two groups. One group is evaluation elements and standards to commonly apply to speaking evaluation four goals. Another group is evaluation elements and standards to reveal the characteristics of each speaking evaluation four goals.
