This research investigates the actual condition of the veterans welfare policy in order to suggest a way to vitalize the policy. To achieve the research objective, this study immensely focused on the general status of the veterans and the policy, and based on findings we suggested invigoration plan. The veterans policy which is one part of the nation's patriots and veterans healthcare and welfare policy is a reciprocal act for the devotion to a nations's foundation, maintenance, and development. This policy could be also considered as a national level acknowledgment of the veterans' contribution through providing suitable rewards and protection mainly to support the life after the honorable discharge. Despite the diverseness of the veterans policy, this research mainly focused on the outplacement program. During last five years(2004-2008), the outplacement ratio of the veterans after mid/long term military service was 60.3%. Furthermore, there's no signs of the improvement in terms of the ratio mainly due to the recent unemployment crisis across the society. This research suggest following two plans mainly to enhence the veterans' outplacement ratio. Firstly, the progressive outplacement assistance program based on date of the discharge: career counseling prior to one's discharge; individualized field assistant connected to one's occupational specialties from the point of the discharge; and the continuous replacement support after the discharge. Secondly, the legal and institutional support mainly to extend the beneficiary of the program and to strengthen the omni-directional vocational education. Currently, the subject of the assistance program only limited to the veterans after the long-term service, however we claim that the institutional support would be essential to cover the veterans after mid-term service as well. In addition, the cooperation with private sector especially with military relevant industry would be required to vitalize the outplacement of the veterans.
