우리나라 점역ㆍ교정사 자격은 ‘장애인복지법’ 제71조에 근거한 국가공인 민간 자격이고, 2002년 이후 한국시각장애인연합회가 자격검정 등을 관리ㆍ운영하고 있다. 이 연구는 외국과 우리나라의 점역관련 전문가 양성 현황 및 국내 점역 관계자들의 의견을 기초로 우리나라 점역ㆍ교정사 자격 제도의 개선 방안을 제시하는 데 그 목적이 있었다. 이 연구에서는 미국과 일본의 점역관련 전문가 양성 현황을 각각 제시하였고, 델파이 조사 방법을 사용하여 수집한 자료를 기초로 우리나라 점역ㆍ교정사 자격 제도 개선방안을 제안하였다. 이 연구에서 제안하는 점역ㆍ교정사 자격 제도 개선방안은 점역사와 교정사의 업무구분 자격증 표기, 합격 과목에 따른 등급 구분, 일본어 자격 신설, 2급 이상 응시자의 학력 및 경력 요건완화, 검정대비 교육 자료집 개발, 시험 난이도 관리 및 점자 상식 분야 출제 범위의 명료화, 자격취득자와 전문가의 균등한 출제위원 위촉, 접근성이 높은 검정장소 선정, 검정 직후 모범답지 공개, 재응시자의 제출 서류 간소화, 점역ㆍ교정사 채용 기준 신설 등이었다.
\"Since 2002, in South Korea, braille transcribers and proofreaders have been certified as an identical profession. The purpose of this study was to propose the directions for improving the current certification system of braille transcribers/proofreaders. American and Japanese certification systems were respectively presented. Based on the data collected using del phi method, this study proposed to improve Korean certification as follows: documenting the difference between transcription and proofreading, grading the level of certificate based on the kind of subject passed, including Japanese as one of the subjects tested, lowering the academic requirements of the applicants for the second grade of certification tests, developing a manual for test takers, managing the level of difficulty of test items, selecting accessible test sites to the maximum, notifying correct answers publicly, exempting some of documents for reapplicants, and implementing the quota for employing the certified transcribers/proofreaders in related agencies.
