우리 사회의 가족유형이 다양해지고 있는 가운데, 급격한 사회의 변동으로 인하여 형성된 조손가족에 대한 사회적 관심이 증가하고 있다. 본 연구는 문헌연구를 통하여 조손가족의 동향, 특성, 욕구 및 문제, 정책적 지원현황을 살펴보고 간략한 정책분석을 실시하여 앞으로 조손가족이 나아가야할 정책의 방향을 모색하고자 하였다. 그 결과, 조손가족의 조부모는 신체적, 경제적, 사회적, 심리적 어려움에 직면해 있었으며, 조손가족 손자녀들은 조손가족에 편입되는 과정에서 정서적, 발달적, 심리적 욕구 및 문제를 제기하고 있었다. 또한 조손가족은 기능적인 차원에서 빈곤문제와 세대간 의사소통의 문제 등을 경험하는 것으로 나타났다. 위와 같은 조손가족의 다양한 욕구에 대하여 정책적 지원은 소득보장, 의료보장, 주거보장, 손자녀양육보장 등에 걸쳐 이루어지고 있었으나 선별적인 관점에서 잔여적으로 이루어지고 있었다. 할당의 차원에서는 자산조사를 기반으로 서비스 수혜자격이 선정되어 있어 보편적인 서비스 제공에 한계가 있었다. 급여의 차원에서는 현금급여를 중심으로 소비자의 합리적 선택에 의존하고 있어서 재화, 서비스 및 증서 등 다양한 급여의 형태와 소득보장과 사회서비스의 분리가 제기되었다. 마지막으로 전달체계에서는 조손가족의 욕구를 중심으로 협력체계의 구축이 필요한 것으로 드러났다.
"According as a great variety of families are appeared these days. Grandparents headed families are noticed in our society. This study aim to investigate the transition, characteristics, problems and needs, actual condition of policy with Grandparents headed family. Also, I willing to analyse the policy contents of them and search for direction to that alternatives. It is as follows. Grandparents who raising their grandchildren were in physical, economical, social and psychological crisis. Grandchildren experienced emotional, developmental and psychological problems. More ever, Grandparents headed families are confronted poverty and communication problem between generation. The government provide with diverse policy such as incomes policy, medical policy, housing policy and supportive caring system. But, it is based on residual perspective limitedly. efinitely, allocation is based means test to choose the service eligibility. Also, government operated mostly cash that emphasize on rational choice of consumers. Thus, government prepare to various benefit style such as goods, service, and vouchers as well need to separate program between income policy and social service.
