본 연구는 현행 사회복지시설 평가제도의 문제점을 보완하기 위하여 논의되고 있는 사회복 지시설 평가인증제도 도입방안에 관한 연구이다. 사회복지시설 평가인증제도 도입의 필요성으 로는 현행 사회복지시설 평가제도에 관하여 제기되고 있는 여러 문제점들을 해결할 수 있고, 사회복지시설의 운영과 이용자에 대한 서비스의 지속적인 품질 향상에 기여 할 수 있기 때문 이다. 본 연구에서는 사회복지시설 평가제도에 대하여 이론적이고 실증적으로 접근한 국내․ 외의 기존 문헌들을 검토하였다. 또한 평가제도와 인증제도에 관하여 포커스그룹과의 인터뷰 를 실시하였고, 이를 토대로 사회복지시설 평가인증제도의 장점들이 도출되었다. 사회복지시 설들은 관리운영의 개선을 통해 사회복지시설 평가인증을 받고자 노력하게 되고, 이런 과정에 서 품질중심과 고객중심의 체제로 전환될 것이다. 평가인증제도는 지역의 특수성 반영이나 평 가팀의 전문성 유지에도 용이하다. 궁극적으로 평가인증제도는 현행 사회복지시설 평가제도의 한계를 극복하고, 사회복지서비스 이용자의 선택권을 확보하는데 기여할 수 있을 것이다.
This research is about introduction plans for evaluation accreditation system of social welfare institutions. Evaluation accreditation system can solve several problems of current evaluation system of social welfare institutions and contribute to continuous improvement of social welfare institutions\' operation and service. First, we reviewed literatures about evaluation system and accreditation system. We also conducted focus group interview on evaluation system and accreditation system. From the focus group interview, we were able to draw advantages of accreditation system. Social welfare institutions can try to earn accreditation by improving their operation and management. As a result, social welfare institutions can adopt more quality-focused and client-focused system. Evaluation accreditation system can reflect regional uniqueness and maintain professionalism of evaluation team. Ultimately, Evaluation accreditation system can overcome limits of current evaluation system and secure social welfare service users\' right of choice.
