지난 2010년 3월 26일 오후 9시 22분경에 서해 백령도 부근에서 우리 해군의 천안함 침몰사태가 발생하였다. 이후 충격이 가라 않기도 전인 11월 23일에는 연평도 민간인 거주지에 포격을 가하는 전쟁에 준하는 사건이 발생하였다. 이 사건들은 우리 국민은 물론, 세계인들을 모두 경악하게 만든 사건이었다. 그리고 북한의 극악무도한 군사적 도발이라는 것에 국민 절대 다수가 분노하는 사건이었다. 분단 이후 현재까지 북한은 그들의 대남전략에 따라 대남공작과 대남도발을 끊임없이 자행해 왔다. 그리고 북한이 불시의 무력도발을 주기적으로 반복하고 있는 것은 그들의 대내정세의 분위기 조성과 체제에 대한 주민들의 충성심 고양을 위함은 물론, 한국군 전투부대의 경계태세 파악 외에도 고위 군사정책결정과정의 민첩성과 합리성 그리고 대응방책 등을 포함한 위기관리 능력을 점검해 보는 기회로 이용하고 있는 것으로 보인다. 다른 한편 북한의 도발은 테러리즘과 대남 국가심리적 차원의 전술적 의도가 포함되어 있다고 본다. 북한은 폭력투쟁을 중지하거나 포기하면 북한 내에서 대남적대의식의 약화를 가져올 뿐만 아니라, 혁명과정에서 발생하는 어려운 난관을 극복하고 대처하는데 불리하다고 판단하여 끊임없는 대남공작활동과 대남도발의 수위를 높여가는 것 같다. 북한의 대남공작은 한국과 주변국들의 정세에 따라 그 수위와 방법 등을 조절하며 치밀하게 진행되어 왔음을 알 수 있다.
The tensions on the Korean peninsula is mounting as a result of North Korea's deadly attack near Baeknyeong island in the West Sea on the South Korean patrol ship Cheonan in March 26. 2010 and the bombardment to a private citizen's place of residence at Yeonphyeong Island on November 23, 2010. Cheonan ship incident reminds our people and three neighbors(S.Korea, Japan, China) that North Korea can also impede regional cooperation by causing security problems. President Lee Myung-bak proclaimed officially and internationally that the sinking incident of Cheonan ship is the provocation of North Korea to attack on South Korea on May 24. 2010. North Korea has committed continuous attempts of the military provocation and maneuver to break South Korea without hesitation. An unexpected and periodical repetition of provocation is not only to grasp an alert of korean combat unit but also to check an ability of risk management, including the countermeasures, rationality and agility of the high- level military policy making process. On the other hand, the provocation of North Korea has a tactical intention on the national sychological level and terrorism to South Korea. If North Korea abandon or cease the violent struggle, they know to weaken the hostility to South Korea, also is to raise the level of provocation and maneuver in order to get over the difficulties of a violent revolution.
