다문화가족지원법이 2008년 9월 22일 시행되어 현재 대부분의 기초지방자치단체에 관련지원센터가 설치되어 운영되고 있지만 다문화가족에 대한 도움은 미흡한 실정이다. 복지정책은 정책입안도 중요하지만 일선에서는 효율성이 높은 실질적인 도움이 되는 전달체계가 필요하다. 현재 다문화가정지원정책은 각 부처에 분산되어 있다. 이러한 시점에서 다문화가정의 개념과 특징을 알아보고, Gilbert & Terrell의 사회복지정책 차원분석의 기본 틀로서 정책차원별 문제점분석을 하여 결론에 ①할당의 대상: 누구에게 급여를 제공할 것인가? ②급여: 어떠한 급여를 제공할 것인가? ③전달: 어떻게 급여가 제공되어져야 하는가? ④재원: 어떻게 재정이 충당될 것인가? 를 분석하여 정책 대안으로 제시하였다.
Despite the current state that the support centers offering welfare services for multicultural families have already established and operated in local self governing regions over the country under Multicultural Families Act dated September 22, 2008, the actual support is not sufficient yet. For efficient rendering of welfare policy, the actual delivery system is also important in the field as policy making is. Currently, the support policies for multicultural families are rendered by several parts of governmental bodies. At this point, I looked up the concept and traits of multicultural families, and analyze the problems by context of policy as basic frame of social welfare policy dimensional analysis of Gilbert &Terrell for the purpose of providing alternative measures through finding solutions for the questions ① Who can be the beneficiary? ② What kind of benefits can be given? ③ What delivery system can be used? ④ How the fund needed in policy can be raised? in conclusion.
