Almost every country takes policies for patriots and veterans seriously, because these policies perform a high level of symbolic function that maintains and develops the nation-state by nourishing community spirit and identification and fortifying its security capability.
The definition of the patriots and veterans policy is \'the policy to properly compensate for patriots and veterans and their families who sacrificed for the protection and existence of the nation or who made other contributions to the nation, by improving benefits and enhancing
high honor.\' The purpose of the policy is not only to reward the services of the veterans who made great contributions or sacrifices for the national causes and public interests, but also to enlighten the public that working for one\'s nation is a lofty and honorable thing. These are
the reasons why every country sorts out those who contributed to weathering national crises and bestows special favors on them with a considerable budget compilation. Paying attention to the issue of aging veterans and the significance of supporting policies for them, this paper attempts to find proper countermeasures to the problem.
Recently, the issue of aging people becomes one of the most serious social problems in our society. Due to successful modernization combined with unprecedented economic growth and rapid urbanization, Korean society is currently experiencing the most rapid aging among the OECD countries. In reality, Korean society already went into an \'aging society\' with 7.2% of the aged population of sixty-five years old or over, as of late 2000, and is expected to enter an \'aged society\' with over 14% by 2019. This acceleration of rapid aging phenomenon in Korean society greatly increases the social cost for it. Now, the problems of the aging society are beginning to rise as a key issue that should be dealt with at the national policy level.
Along with the trend of Korean society as a whole, the issue of aging patriots and veterans also has newly emerged. This trend of aging is requiring higher quality and individual services for patriots and veterans. A high quality life style of aged veterans will not only inspire patriotism and respect for the aged by the younger generations, but also remind all of us the importance of contribution to the nation and its people. The government\'s policy for the aged patriots and veterans should be always active. In order to secure people\'s loyalty toward the
nation, patriots and veterans should be granted higher standards of benefits than average citizens are. As one of the core functions of the nation, the policy for the patriots and veterans affairs plays an important role in integrating people as a single unity and establishing national identity, by rewarding and honorably treating those who sacrificed for the nation. It motivates to construct a more secured and developed nation.
Nevertheless, the lofty spirit of those who sacrificed and dedicated their nation is not properly valued in Korean society as a whole. Moreover, polite treatment and compensation for the veterans are ill conceived simply as part of social services systems, and many of us tend
to underestimate the patriots and veterans affairs policy as an unproductive element of national finance. Therefore, despite many expected and unexpected obstacles, the government should actively promote the policy for the aged patriots and veterans over any other policies. Focusing on this tendency in Korean society, this paper purposes to take a closer look at the realities of the aged patriots and veterans under the present supporting programs in the light of the
growing necessity of social services in new circumstances. The realities will be analyzed at four different aspects such as income, medical services, facilities for the aged patriots and veterans and leisure activity services in this paper.
