국가보훈은 공동체의식과 정체성을 배양하고, 안보역량을 강화하여 국가사회를 유지․발전시키는 고도의 상징적 국가기능을 수행한다는 점에서 모든 국가는 이를 중요한 정책으로 다루고 있다. 국가보훈정책의 목적은 국가전체의 공익을 위하여 공훈을 세웠거나 희생한 사람에 대하여 국가가 이들의 생활을 보살피고 예우함으로써 그들의 은공에 보답하는 한편, 국민들로 하여금 그들을 본받아 애국하는 것이 숭고한 일임을 일깨워 주는 데 있다. 결국 국가보훈은 국가정체성 확립 및 국민공동체의 유지․발전에 있어 중요한 기능을 수행한다고 할 수 있다. 그렇기 때문에 각 국가는 막대한 정부예산을 투입해가며 국가의 위기 극복에 공헌한 자를 선별하여 정책적으로 특별대우를 해주게 되는 것이다. 본 논문은 이러한 국가보훈의 중요성에 비추어 보훈대상자들의 고령화현상에 주목하고 그 대응전략을 모색하는 데 있다. 최근 들어 우리나라에서 가장 심각한 사회문제로 대두되는 것 중의 하나가 바로 노인문제이다. 세계에서 그 유례가 없을 정도로 빠른 경제성장을 수반한 근대화의 성공과 급속한 도시화 과정을 경험한 한국은 선진산업국가의 공통적 특징인 평균수명의 신장으로 인하여 노인인구가 급증하고 있는데, 경제협력개발기구(OECD) 국가 중에서도 가장 빠른 속도로 노령화가 진행되고 있는 것으로 알려지고 있다. 실제로 한국사회는 2000년 말 현재 65세 이상 노인인구의 비율이 7.2%에 이르러 이미 고령화사회(aging society)로 진입하였고, 2019년에는 14%를 상회하여 고령사회(aged society)로 진입할 것으로 예상되고 있다. 이러한 한국사회의 고령화의 가속화와 함께 사회적 비용 또한 크게 증가하고 있다. 이제 노인문제는 가족 차원을 넘어 범국가적인 차원에서 풀어야 핵심과제로 대두되고 있다고 해도 과언이 아니다. 이와 같은 한국사회의 고령화 추세와 함께 보훈대상자의 고령화 역시 가속화되고 있음은 두말할 필요가 없다. 국가유공자의 경우 평균 연령은 이미 65세를 넘어서고 있다. 이러한 현상은 당연히 고령보훈대상자들에게 안락하고 쾌적한 노후생활을 보장하기 위한 새로운 노후복지정책의 필요성을 제기하고 있다. 국가의 존립과 수호를 위해 공헌하고 희생한 이들에게 노후 생활안정과 복지증진을 도모하는 것은 너무나 당연한 일이기 때문이다. 물론 경제의 급속한 발전은 자연히 보훈제도의 질적 개선을 가져와 보훈대상자의 생활수준이 지속적으로 향상돼 온 것이 사실이다. 그러나 고령보훈대상자들의 노후에 대한 정부의 대응책은 아직 미미한 수준에 머물러 있다고 해도 과언이 아니다. 이제부터라도 정부는 이들의 삶의 질 개선을 위한 대책에 보다 적극적으로 나서야 한다. 우선 산업화와 함께 일반화된 핵가족화와 이로 인한 노인문제를 심각하게 고려하여 국민경제의 발전에 걸맞게 고령보훈대상자들을 위한 복지대책을 서둘러야 할 것이다. 이러한 점을 고려하여 본 연구는 새로운 환경에 부응하는 복지수요와 생활여건에 비추어 현행 보훈복지 프로그램 하의 고령보훈대상자 보훈정책 실태를 소득 측면, 보건의료서비스 측면, 복지시설 서비스 측면, 여가활동 서비스 측면 등으로 나누어 살펴본 다음, 그 각각에 대한 개선책을 제시하는 데 목적이 있다. 고령보훈대상자들은 나라를 위하여 헌신한 사람들로서 당연히 국가의 보호를 받아야 할 권리를 갖고 있다. 그러나 아직은 국가적 관심 부족과 예산상의 문제로 인해 충분한 대우를 받지 못하고 있는 실정이다. 이러한 점을 감안하여 앞으로 우리의 보훈정책은 세계 10위권에 육박하는 국가 경제력에 걸맞게 고령보훈대상자들의 생활안정과 복지향상 차원에서 보상과 복지수준을 지속적으로 제고시켜 나가는 데 관심을 집중시켜야 할 것이다. 그렇게 할 경우 보훈정책의 궁극적 목적인 일반국민의 애국심 고취를 통한 국가정체성 확립 및 공동체의식 함양에 크게 이바지할 수 있을 것이기 때문이다. 따라서 정부는 현실적으로 여러 가지 어려운 점이 있겠지만, 보다 적극적으로 보훈대상자 노후복지정책을 추진해 나가야 한다. 고령보훈대상자를 우대하고 존경할 때 국가의 존립기반이 더욱 튼튼해진다는 평범한 사실을 결코 망각해서는 안 될 일이다.
Almost every country takes policies for patriots and veterans seriously, because these policies perform a high level of symbolic function that maintains and develops the nation-state by nourishing community spirit and identification and fortifying its security capability. The definition of the patriots and veterans policy is \'the policy to properly compensate for patriots and veterans and their families who sacrificed for the protection and existence of the nation or who made other contributions to the nation, by improving benefits and enhancing high honor.\' The purpose of the policy is not only to reward the services of the veterans who made great contributions or sacrifices for the national causes and public interests, but also to enlighten the public that working for one\'s nation is a lofty and honorable thing. These are the reasons why every country sorts out those who contributed to weathering national crises and bestows special favors on them with a considerable budget compilation. Paying attention to the issue of aging veterans and the significance of supporting policies for them, this paper attempts to find proper countermeasures to the problem. Recently, the issue of aging people becomes one of the most serious social problems in our society. Due to successful modernization combined with unprecedented economic growth and rapid urbanization, Korean society is currently experiencing the most rapid aging among the OECD countries. In reality, Korean society already went into an \'aging society\' with 7.2% of the aged population of sixty-five years old or over, as of late 2000, and is expected to enter an \'aged society\' with over 14% by 2019. This acceleration of rapid aging phenomenon in Korean society greatly increases the social cost for it. Now, the problems of the aging society are beginning to rise as a key issue that should be dealt with at the national policy level. Along with the trend of Korean society as a whole, the issue of aging patriots and veterans also has newly emerged. This trend of aging is requiring higher quality and individual services for patriots and veterans. A high quality life style of aged veterans will not only inspire patriotism and respect for the aged by the younger generations, but also remind all of us the importance of contribution to the nation and its people. The government\'s policy for the aged patriots and veterans should be always active. In order to secure people\'s loyalty toward the nation, patriots and veterans should be granted higher standards of benefits than average citizens are. As one of the core functions of the nation, the policy for the patriots and veterans affairs plays an important role in integrating people as a single unity and establishing national identity, by rewarding and honorably treating those who sacrificed for the nation. It motivates to construct a more secured and developed nation. Nevertheless, the lofty spirit of those who sacrificed and dedicated their nation is not properly valued in Korean society as a whole. Moreover, polite treatment and compensation for the veterans are ill conceived simply as part of social services systems, and many of us tend to underestimate the patriots and veterans affairs policy as an unproductive element of national finance. Therefore, despite many expected and unexpected obstacles, the government should actively promote the policy for the aged patriots and veterans over any other policies. Focusing on this tendency in Korean society, this paper purposes to take a closer look at the realities of the aged patriots and veterans under the present supporting programs in the light of the growing necessity of social services in new circumstances. The realities will be analyzed at four different aspects such as income, medical services, facilities for the aged patriots and veterans and leisure activity services in this paper.
