This paper purposes to search for a way to improve compensation treatment for the Special Mission Executors. After looking over the factors to obstruct the improvement of their treatments(such as irrational calculation of compensation or problems of representation in the activities of Special Mission Executors' organizations). this paper attempts to find a way to solve or at least improve them(such as establishment of a substantial compensation system. prompt payment of the compensation money. foundation of a confederation for the related organizations. and incorporation of the related organizations etc.). The government. above all. should actively support the Special Mission Executors organizations to be developed into sound civil society groups. and furthermore create a new governance model in which the requests of the organizations can be reflected in the policies through their active participation in the policy making process. By doing so. the Special Mission Executors organizations can put full confidence in the government policies and as a result. the expected substantial policy effects can be accomplished.
