The purpose of this study was to develop educational program for students with visual impairment through developing and applying learning instrument by using collections in National Palace Museum. For this study, reviewing the literatures was conducted from March to August 2011. Then, investigating the several museums\' educational program for students with visual impairment of domestic and foreign countries were conducted. After that, by applying this finding, educational program and learning instrument for students with visual impairment were developed. Finally, through working with experts related to this field, the program was modified and intensified and the Experiential Learning Program of National Palace Museum for students with visual impairment was developed.
