본 연구는 보육교사의 전문성 신장을 위한 장학프로그램을 산․학․관 협력으로 계획, 운영하는 것에 대한 관련 전문가들의 의견을 조사, 분석함으로써 산․학․관 협력 어린이집 장학프로그램 개발을 위한 기초자료를 제공하고자 하였다. 이를 위해 전문성 평가기준에 따라 20명의 분야별 관련 전문가를 선정하여 산․학․관 협력 어린이집 장학프로그램에 대한 반구조화 된 설문지와 4점 척도형 설문지 등을 통해 3차에 걸친 델파이 조사를 실시하였다. 1차 델파이 조사에서 관련 문헌 및 프로그램 분석을 통해 제안한 15항목으로 이루어진 반구조화 된 설문지를 활용하여 전문가의 의견을 수렴하였으며, 92항목으로 이루어진 2차 조사 설문지를 개발하였다. 2차 조사 결과분석에 따른 3차 델파이 조사는 장학프로그램의 내용 영역 33항목과 운영 영역 44항목, 총 77항목으로 구성된 시안을 작성하였다. 최종 시안에 대한 패널의 반응분포, 문항의 양호도 및 전문가 합치도를 알아본 결과, 전체 문항의 평균이 3.0 이상이고 부적편포를 나타내었으며 각 문항과 총점 간 상관은 .41～.92였고 신뢰도 계수는 내용 영역이 .98, 운영 영역이 .97로 나타났다. 따라서 왜도가 양의 값으로 나타난 일부 문항을 제외하고는 문항구성이 전체적으로 신뢰롭고 타당한 것으로 판명되었다. 그리고 일부 문항을 제외한 대부분 문항은 전문가의 합치도가 높게 나타났다.
The purpose of this study is to investigate the expertise about the field-university-government cooperation oriented supervision program for child-care center. The research contents for the purpose of this study were to investigate a distributions of the panel's responses on a draft and the adequacy of the items and the convergence of the panel members' responses. This study was conducted in three steps of the Delpi method with a panel consisting of 20 experts. On the first step, we collected opinion of the panel through open-ended questions on a field-university-government cooperation oriented supervision program for child-care center. On the second and third steps, we analyzed the distributions of the panel's responses to the questionnaire with a 4-point rating scales. Finally, we developed 77 items for 2 categories for the field-universitygovernment cooperation oriented supervision program. The results of the analysis for the adequacy showed that most of the items were valid and reliable, and the responses of the panel groups are a high convergence level, except some items.
