본 연구는 장애인생활시설을 둘러싼 복지환경의 변화와 시장지향성의 영향을 받기 시작한 시점에 있어, ‘경쟁’과 ‘생존’이라는 시장 경제적 원칙에 따라 다른 시설과는 다르게 우수한 성과를 내는 경쟁 력이 무엇인지를 예측하는 연구로써 시설운영의 효율성 및 시설서비스의 질적 향상에 기여하는데 그 목적이 있다. 이에 따라 본 연구에서는 조직간의 경쟁력 차이가 발생되는 원인이 무엇인지를 규명하기 위한 내부 자원요인으로 Barney의 자원기반이론을 준거틀을 설정하였다. 이후 계층화분석(AHP)을 위한 설문조사 를 2008년 12월 보건복지가족부에 등록된 총 347개소의 장애인생활시설에 근무하는 사무국장을 대상 으로 실시하였고, 139부의 설문지를 회수하여 부정확한 설문지를 제외한 후 119부에 대해 분석하였다. 본 연구에서 나타난 결과를 요약하면 다음과 같다. 첫째, 장애인생활시설의 경쟁력을 예측할 수 있는 내부자원요인으로는 ‘시설장의 전문성’과 ‘재원 확보’가 장애인생활시설의 경쟁력에 있어 주요요인인 것으로 나타났다. 둘째, 장애인생활시설의 생활장애인 인원, 예산규모, 소재지, 시설평가결과 등을 중심으로 경쟁력 예측요인이 어떻게 달라지는지에 대한 분석에서는 각각의 기준에 따라 세부하위요인이 모두 다름이 나타났다. 이러한 연구결과는 급변하는 환경의 불확실성(environment uncertainty)과 갈수록 치열해져가는 비영 리조직간의 경쟁 속에서 시설의 내부자원을 중심으로 시설의 역량을 집중하는 것이 필요함과 동시에 경쟁력을 예측하는 가장 중요한 요인인 ‘시설장의 전문성’이 강화되어야 함을 시사해 주고 있다.
This study, a Residential Facilities for the Disabled is surrounded with environmental variation of social welfare and the influence of market directivity at this point of time, was conducted to promote efficiency of the facility management follow up a foreseeable factors for competitiveness which led to the excellent outcomes compare to other facilities in accordance with a principle of market economy under competition and survival. To investigate the cause of the occurrence of disparity in competitiveness between the facilities, a framework centering around the resource based view of Barney by internal resource factor were set up in this study. Thereafter, questionnaire for the purpose of Analytic Hierarchy Process(AHP) sent to the general officers in 347 facilities where is registered with the Ministry of Health and Welfare in December 2008. 139 questionnaires of them were withdraw and 119 questionnaires except insincerity questionnaires were analyzed. A summary with regard to the topic of this study are as follows; First of all, a great importance of the internal resource factor became clear for estimating competitiveness of the Residential Facilities for the Disabled, of a professionalism of facility's director and a secure financial resource in particular, with analyze of significance and relative weights. In the second place, for the result of analysis affected by the estimation factors of competitiveness centering around the number of persons, budget, place, valuation results, etc. of the Residential Facilities for a Disabled, a relative weights of internal resource was high. However, particular lower factors are different according to respective standard. Such a results are suggestive to enforce both a necessity focus on capacity of organization centering around an internal resource and a professionalism of facility's director which is important factor to estimate the competitiveness in the rapidly changing environment uncertainty and keen competition of nonprofit organization.
