The purpose of this study was to analyze the structural relationships among
CEO\'s strategic leadership, HRD managers\' competency, the activities of
learning organization, and the outcome of human resource development system.
A questionnaire was used as the research instrument. A total number of 454
companies responded to the questionnaire. These companies have participated in
HRD Assessment Project and have had over 20 employees. The major findings
of this study were as follows: First, CEO\'s strategic leadership was found to
have a direct effect on HRD managers\' competency. Second, CEO\'s strategic
leadership was found to have a direct effect on the activities of learning
organization. And the mediation effect of HRD managers\' competency between
CEO\'s strategic leadership and the activities of learning organization appeared
positive. In addition, HRD managers\' competency was found to have a direct
effect on the activities of learning organization. Third, HRD managers\'
competency was found to have a direct effect on the outcome of human
resource development system. And the mediation effect of the activities of
learning organization between HRD managers\' competency and the outcome of
human resource development system appeared positive. In addition, the activities
of learning organization was found to have a direct effect on the outcome of
human resource development system.
