The route in the veterans policy of the unified Korea must be settled in the course of the one Korea social integration and rise up the welfare of two korean people, share with the universal values in 21th world. At that point, the liberal democracy and the market economy system will be the main social systems in the unified Korea flow through in 'globalization' of the 21th. In addition to that system, we need for some complementary sub-systems, like the political mechanism, 'consensus democracy,' and social-economic welfare system. The veterans policy of the one Korea not only incorporate into the social-welfare system, but also into the independent mechanism of social integration in the unified Korea. As we see, the condition of two Korea's veterans policy integration is very different, in those values and policies. So, the unified veterans policy in one Korea cannot be avoid the scope of 'exclusion' and 'integration' between the two Korea veterans policy. In that cases, we can make the criteria of the unified veterans policy in the one Korea through divide the historical branch point by pro and after of divided nation's era. At the same time, we need balance the state-centric views and the flow of world in the unified veterans policy in the 21th.
