Twenty years passed since the implementation of primary English education for the 3rd and 4th graders in 1997. The present study aimed to investigate the changes of English education policies and curricula since the implementation of primary English education in 1997 in Korea. We analysed 17 policies and 6 curricula during the last 20 years. The major findings of the study are as follows. First, 9 policies were for teachers, and 8 policies were for students. Second, 11 policies were related with teaching and learning methods. Third, the notion of communicative competence was introduced into the 7th curriculum in 1997, and the concept of intercultural speaker was introduced in 2007 curriculum. Lastly, class hours per week had decreased in the 7th curriculum, and increased in 2008 curriculum. Based on the results of the study, some conclusions were drawn about the direction of primary English education. In addition, some suggestions were presented for further study.
