There is a question for the fairness, objectivity, and rationality of the appraisal systems of municipal and provincial performing arts organizations and a request for radical improvement. In addition, there are many conflicts over the results of the appraisal. This study aims to identify the problems of the appraisal systems and suggest improvement measures. To this end, I compared and analyzed the appraisal methods and measures presented in the ordinances and regulations of the organization. For the scope of the study, 2017 was set to be the base year and four organizations in Seoul Philharmonic Orchestra, 9 Seoul Metropolitan Arts Organizations, 5 Gyeonggi Provincial Art Organizations, and Busan Arts Organization were analyzed.
The four organizations, implementing the regular appraisal systems, have a more advanced system than the existing appraisal methods and measures of other municipal and provincial art organizations. However, improvement was still necessary in the selection of the appraisers, the method of appraisal, composition of items, and measures after appraisal. Therefore, I suggest the following items as improvement measures. First, improvement is needed to meet the purpose of the regular appraisal systems. Second, it is necessary to improve the detailed appraisal index. Third, results disclosure and an objection system are necessary. Fourth, regular training is required.
