시·도립 예술단의 평정제도에 대해서 공정성, 객관성, 합리성에 의문을 제기하고 근본적인 개선을 요구하는 지적이 있다. 또한, 평정 결과를 두고 많은 갈등이 있다. 본 연구는 평정제도가 가진 문제점을 파악하고 개선과제를 제안하는 데 목적이 있다. 이를 위해 단체별 조례와 규정집에 제시된 평정 방법 및 결과 조치를 비교 분석한다. 조사의 범위는 2017년을 기준연도로 설정하고, 서울의 (재)서울시립교향악단·(재)세종문화회관 서울시예술단·경기도립예술단·부산광역시립예술단 총 4개 단체로 한정하여 분석한다. 4개 단체는 상시평가제도를 시행하는 단체로서, 기존의 시·도립 예술단의 평정 방법과 결과 조치보다 진일보한 체제를 가지고 있다. 그러나 평정자 선정, 평정의 방법과 항목의 구성, 평정 후 조치 등에서 여전히 개선의 여지가 있다. 이에 연구자는 다음과 같은 사항을 개선과제로 제안한다. 첫째, 상시평가 제도의 취지에 부합하도록 개선이 필요하다. 둘째, 세부 평정 지표의 개선이 필요하다. 셋째, 결과 공개 및 이의제기 제도 마련이 필요하다. 넷째, 정기적인 교육훈련이 필요하다.
There is a question for the fairness, objectivity, and rationality of the appraisal systems of municipal and provincial performing arts organizations and a request for radical improvement. In addition, there are many conflicts over the results of the appraisal. This study aims to identify the problems of the appraisal systems and suggest improvement measures. To this end, I compared and analyzed the appraisal methods and measures presented in the ordinances and regulations of the organization. For the scope of the study, 2017 was set to be the base year and four organizations in Seoul Philharmonic Orchestra, 9 Seoul Metropolitan Arts Organizations, 5 Gyeonggi Provincial Art Organizations, and Busan Arts Organization were analyzed. The four organizations, implementing the regular appraisal systems, have a more advanced system than the existing appraisal methods and measures of other municipal and provincial art organizations. However, improvement was still necessary in the selection of the appraisers, the method of appraisal, composition of items, and measures after appraisal. Therefore, I suggest the following items as improvement measures. First, improvement is needed to meet the purpose of the regular appraisal systems. Second, it is necessary to improve the detailed appraisal index. Third, results disclosure and an objection system are necessary. Fourth, regular training is required.
