In this study, the realization of school autonomy was examined centering on the parents with the viewpoint of normalization of parents participation solving problems and directions. To conduct the research, we focused on parent school participation, looked into precedent study after the enactment of the Ordinance of the Gyeonggi School Parent’s Association, which became the starting point of School parent Association Support Ordinance, and analyzed the context of the actual condition of the School parent Steering Committee, Parents Association, and The relationship between school parent and teachers. As a result, we bought out issues such as regulation of school parents participation enactment and ordinance, promotion of school parents participation in school, empowerment as an educational subject, strengthening of the organizational base of school parent association, and changing of school (teacher) perception of school parent. Based on the derived issue, six tasks and their directions were presented: First, Materialization of Parents Right to Education, School Participation and Legal Mind. Second, School Accountability and Parental Accountability. Third, Elimination the gap between the school s desired school participation and the parent s desired school participation.
