The purpose of this study is to develop a collaborative model of the school – local education authority – local government in order to invigorate arts education in schools, and to suggest practical strategies in its implementation. Based on literature review and in-depth interviews, this study extracted five major problems and suggestions: 1) systematic management of scattered arts education sources, 2) improvement of governmental project-centered partnership, 3) various types of collaborative class, 4) teachers’ active involvement in local arts sources, 5) collaboration between teacher and arts experts. In addition, this study suggested a six-step collaborative model of the school – local education authority – local government. Each step for school and teachers was as follows: 1) professional development for understanding the policy, 2) investigating local arts education sources, 3) reconstructing the curriculum, 4) planning instructions or program, 5) implementing and presenting the program, 6) evaluation. Lastly, this study provided suggestions for the Ministry of Education & local education authorities, and schools & teachers considering the level of the educational policy execution.
