The purpose of this study is to investigate the relationship between the government - funded research institutes (KEDI) and the central ministries (Ministry of Education) and to show how the central ministries have pressure and influence on government - funded research institutes, The purpose is to clarify implications for the relationship between central ministries and government-funded research institutes. As a result of the research analysis, the characteristics of the relationship between the Educational Development Institute and the Ministry of Education are as follows: First, the Educational Development Institute is in a hierarchical relationship with the Ministry of Finance in terms of financial administration. Second, in the early stage of the establishment of the Educational Development Institute, the Educational Development Institute has a status as a unique position of research, but as the research excellence is gradually lost, the Educational Development Institute is still acting as a business agent with stability . Third, as a research institute, the Educational Development Institute has a passive sympathy with its dependence on the Ministry of Education but nevertheless adopts aggressive tactics accompanied by actively responding, sometimes fighting against autonomy. In the future, the Educational Development Institute will need to secure the independence of the research institute by researchers who have secured expertise while developing their research capacity. The Ministry of Education will respect autonomous research through partnership with the research institute.
