The goal of this study is to examine the differences in empowerment among the elderly who participate in the lifelong education program, and to analyze the five variables that affect the empowerment: self-efficacy, self-esteem, problem solving ability, interpersonal ability, and participation activities. Is to verify effectiveness. The main program correlated with empowerment effectiveness was identified as the department of health promotion consisting of dance and singing classes requiring interpersonal interaction. Based on the results of this study, policy suggestions and Practical Plan of social welfare of for strengthening empowerment effectiveness were suggested.
