This study analyzed the relative operational efficiency of Art center in Incheon and Gyeonggi Province, which have relatively low financial independence among metropolitan areas. For this operational efficiency analysis, the DEA model was used to eliminate the influence of environmental variables such as GRDP and population density. In addition, a cross-sectional analysis and an end-to-end analysis were conducted together. The models CCR, BCC and Super-SBM were used for transverse analysis. In particular, the super-SBM model was used to consider the slack for input and output variables, which suggested the degree of improvement for the input and output variables of each literary and Art center(DMU). According to the analysis, there were 10 Art centers that operate efficiently, and among them, Guri Art Hall(1.142, first place) was the most efficient, while Hwaseong Art Hall(0.677, 40th place) was the least efficient.
MPI was used for the end-to-end analysis, and the changes in the productivity of the Art center were analyzed through the changes in efficiency and the technical changes that meant how much the efficiency frontiers were changed by the external environment, and through the changes in efficiency and technical changes. The analysis showed that changes in productivity fell over time due to technological changes that signify the impact of the external environment, with productivity falling 8.4% to 0.916 in 2019 compared to 2016.
Through this analysis, each Art center presented a direction for how much improvement should be made first, between improving operational efficiency and responding to the external environment.
