This study is a pre-research for the practical support of the selection of learners with at risk by school-unit. The purpose of this study is to provide teachers perception of the characteristics of learners with at-risk in school-unit using concept mapping method. For this purpose, based on 43 statements of the learner s characteristics in education blind spots, 60 teachers in each school were represented in conceptual concepts and the importance of each item was expressed by comparing the importance and similarity of each item. As a result, elementary school teachers perceived dysfunctional family relations as the most important part of the learning area of the educational blind area, middle school teachers recognized low situational cognitive ability, and high school teachers recognized learning helplessness. The concept of the learner s characteristics of the teacher s education in each unit school was very clearly distinguished in elementary school and high school, but not in middle school. Based on this, a conceptual diagram was derived and detailed analysis results are presented in this paper. Based on the results, we proposed a study on the support of learner s with at-risk in school setting.
