This study established the notion of disabled people`s political empowerment by investigating the papers on the women`s political empowerment, and set up the 3 elements of disabled people`s political empowerment such as acquisition of political power, political power formation of voters with disabilities, and popularization of disability movement. From the 3 aspects, this study evaluated the process of proportional representation of disabled people in 21st general election. The political power is more achieved in the quantitative aspect because 3 disabled people are elected in this election, comparing 0 elect of proportional representation of disabled people in 20th general election. However, it is not a very satisfactory result compared to other fields. In addition, it is judged that the political power of voters with disabilities has not been achieved because the policy related to disability has not become an election issue. The popularization of disability movement, which is made possible by bringing the general public with disabilities who are not interested in politics into politics, also seems to have not been achieved, because the forces of the disability movement have little influence on the process of selecting candidates for the proportional representation of each political party and simply reduce it to the party's problems.
