This study identifies the actual conditions of statutes related to parents and analyzes the legal status of parents through the contents specified in the acts and ordinances. There were 81 statutes related to parents except for redundancy, of which 62 were under the jurisdiction of the Ministry of Education. An analysis of 208 individual provisions and their frequency(259) confirmed that there were quite a few statutes related to parents. It was also found to be closely related to major laws and to various government departments, institutions and local governments. Parents have both identities and status as individuals and groups. As an individual, parents are in the position of a private person who has the right and responsibility to raise and educate their children as students parental rights and guardians. As a group, parents are the subjects and parties concerned in education that form the educational community. Therefore, it may be referred to as social parent and public figures to representing parents and represent students positions. Due to the incomplete legal system and legal insufficiency, parents rights and responsibilities are not clear, and the means and methods to realize them are not appropriate. Therefore, it is necessary to revise related laws, such as the Framework Act on Education, or to create new law. We should try to enact a proper parents law.
