The purpose of this study is to analyze the characteristics and problems of secondary school teacher education in Laos viewed from the case of college of education in National university of Laos(NUOL), which is the only four-year national secondary school teacher education institution in Laos. Four criteria, which are pre-service teacher selection, curriculum and practicum, faculty, teacher qualification acquisition and selection, are set up, and the main results revealed by main methodology such as literature analysis and semi-structured interview conducted with pre-service teacher and teacher in Laos. First, admission to the college of education of NUOL is determined only based on the results of the college entrance exam, making it difficult to verify the aptitude and personality of teaching profession. Second, the teacher education programs tend to be operated formally by the department or professors discretion instead of systematic curriculum. There is also a regulation that practicum is conducted 20 hours a week for 3 months in 4th grade, but the system and operation of education program is generally poor, such as being used as a substitute for school chores or on duty. Third, there are not many professors with master s and doctoral degrees, and they lack identity and sense of mission as a teacher educator. Fourth, there is no separate teacher certificate, and a diplomas replace the certificates. And employment of the public secondary school based on exams, but is perceived to be unfair due to blood ties and regionalism. These characteristics and problems were confirmed that it was difficult to produce secondary school teacher with expertise and qualification due to a combination of insufficient systems specialized in teacher education, lack of human and material resources, and corruption related to the operation of the teacher education system. Based on the research results, the implications needed to overcome the problems and challenges faced by the secondary teacher education in Laos and to promote quality improvement were presented.
