The purpose of this study was to suggest the support system for improved basic proficiency by comparing the concept of Basic Learning Skills, related laws and policies on basic education of Korea and international cases. This study examined the policies and laws related with basic education support and compared support systems of international cases, including the U.S., Canada, Ireland, France, England and Finland. The results of analysis presented the diagnostic and evaluation methods of basic education proficiency, curriculum consideration and school support system based on the evaluation results. This study suggested the details of ways to support improved basic learning skills in policies, conceptual and perspective changes in basic learning skills, 3-tiered systematic and individualized support system, and empowerment of teacher competencies to support individual student’s needs.
