[Objective] The purpose of this study is to provide a development guide for extracurricular programs that support curricula linked to career pathways and societal demands, thereby proposing concrete strategies for competency-based education. [Contents] To accomplish This study examined the overall system and development plans of university, liberal arts, and major curricula; conducted a PEST analysis at the university, liberal arts, and major levels; and analyzed the current status of extracurricular program operations. Based on these findings, a program development guide was designed using the ADDIE model. [Conclusions] As a result, The study developed an extracurricular program guide that connects university, liberal arts, and major curricula with societal demands. The results suggest that the guide enhances student-centered educational experiences in a rapidly changing environment, strengthens institutional competitiveness, and fosters competency-based education for future talent development. Furthermore, it ensures the procedural validity of extracurricular education for quality assurance. The expected educational outcomes include not only the reinforcement of individual student competencies but also the strengthening of future-oriented skills required by society, expansion of career relevance, promotion of continuous self-development, systematic management of educational outcomes, enhancement of accountability, and cultivation of a sense of community.
