This study aims to design a curriculum to foster multicultural citizenship, focusing on the concept of ‘Attributive Nature’ among various attributes of human rights. The perspective of individual attributability and global-level attributability implies that all individuals possess rights subjectivity and must be respected regardless of their citizenship in a specific state. Recognizing that these attributive nature of human rights can serve as a mechanism for acknowledging mutual identities in a pluralistic society, this study presents instructional cases to effectively develop multicultural citizenship. This study proposes a new perspective and devises lessons to cultivate citizenship capable of practically transforming problematic situations. These instructional cases are structured according to a theme-based design model centered on the ‘Attributive nature of human rights’ with each lesson aiming to foster essential elements of multicultural citizenship. This research is significant in demonstrating that the theme of human rights can be actively utilized in multicultural citizenship education and in presenting a new perspective of human rights education centered on attributability. Furthermore, it serves as a starting point for discussions on curriculum design centered on various attributes of human rights in future multicultural and human rights education, suggesting the expansibility of practical citizenship fostering lessons in educational settings.
