본 연구는 실제 S지역에서 이루어지고 있는 복지서비스 현황 분석을 토대로, 군인가족의 복지서비스를 통합적으로 지원하기 위한 지역복지서비스 연계방안을 모색하는 것이 목적이다. 연구대상은 S시로서 조 사기간은 2012년 1월 5일부터 2월 28일까지이다. 연구 방법은 2011년도에 시행한 S시 복지자원 및 서 비스 내용 지역복지서비스 내용을 전수 파악하기 위하여 공문 발송, 전화 인터뷰, 면담 등을 실시하였 다. 연구결과는 다음과 같다. 첫째, 군인가족실태조사에 따른 군인가족복지 서비스 지원영역을 분류한 결과, 주거지원영역, 취업지원영역, 지역정보지원영역, 가족지원영역, 자녀지원영역, 의료지원영역으로 구 분하여 서비스를 제공할 필요가 있는 것으로 나타났다. 둘째, S시의 지역복지자원 및 서비스 현황을 분 석한 결과, 현재 S지역에서는 다양한 복지서비스가 시행되고 있으나 대부분 민간 일반가족을 대상으로 계획한 것으로서 군인가족의 특성을 고려한 서비스라고 보기에는 한계가 있는 것으로 나타났다. 또한 군인가족복지서비스 지원 영역(수직적 과업체계)과 지역복지서비스(수평적 서비스체계)를 통합 연계하 여 지원할 필요가 있는 것으로 나타났다. 셋째, 군인가족 통합서비스 지원을 위한 지역복지 서비스와의 연계방안 모형을 제안하였지만, 대부분의 지역과 마찬가지로 S지역 또한 복지자원들을 갖추고는 있으나 이를 통합 운영할 수 있는 전달체계 역할이 미진하여 복지자원과 서비스 체계는 분절적으로 이루어지고 있는 것으로 나타났다.
This research aims to figure the network of community welfare service to achieve integrated support for military families based on the analysis of ongoing welfare services. The research target is S city, and the research has done from 5th of January to 28th of February in 2012. As methodology of the research; meeting, sending official letters, and interviewing via telephone were employed for total inspection over city S's welfare resource, social welfare service, and community welfare service. Result of the research comes out as follows. First of all, sectors of housing support, employment support, community information support, family support, child support, and health care support needs to be served according to the result of service categorization by researching actual condition of military families. As shown in analysis of city S's community welfare resource and ongoing service, in second, it contains limitation since majority of the diverse welfare servicefocus on general families not on military families specifically. Besides, service for military families as vertical task system and community welfare service as horizontal service system are expected to be integrated. Third, even though the network of community welfare service to achieve integrated support for military families has been suggested, systems of welfare resource and service still are reached in separated way. Lack of delivery system which is able to manage in integrated way could be the main reason of this actual condition.
