본 연구는 지식기반사회에서 요구되는 장애인 평생교육의 강화를 위한 평생교육기관간 협력체제의 구축방향을 설정하는데 목적을 두고 있다. 본 연구는 목적을 달성하기 위 해 장애인, 장애인 가족, 장애인 평생교육 관계자 72명과의 면담을 통해 그들의 요구를 분석하였다. 연구의 결과 장애인 평생교육기관간 협력체제는 장애인에 대한 지원의 중 복이나 누락을 방지하고 확대하는 방향을 토대로 구축하되, 지역사회 평생교육기관간 네트워크를 중심으로 지방자치단체와 중앙행정부처 등 정책결정 수준별로 협력체제를 구축하는 형태로 이루어져야 하며, 장애인 평생교육기관들이 상호 정보․자원․재정 및 책임을 공유하는 전략을 통해 협력체제를 구축해야 하는 것으로 나타났다. 따라서 이런 장애인 평생교육기관간 협력체제의 구축을 위해서는 기관간 협력의 필요성을 인 정하고 기관의 운영구조를 기관간 협력을 도모하는 체제로 장애인 평생교육기관의 운 영체제를 개편하는 노력이 이루어져야 할 것이다.
The purpose of this study was to search the establishment direction of inter-agency collaboration system for lifelong education of individuals with disabilities. In order to achieve this purpose, this study analyzed the demands of individuals with disabilities, their families, and the persons related with lifelong education agencies through interviews. With this methods, this study revealed as following : First, establishment of inter-agency collaboration system of lifelong education for individuals with disabilities has to be built in a direction that prevents the duplication or the omission of the support to individuals with disabilities. Second, establishment of inter-agency collaboration system of lifelong education for individuals with disabilities has to be built in a direction that collaborate relevantly centering around horizontal inter-agency collaboration system of lifelong education agencies in the communities. That is, the central government and local government have to bear each responsibility according to the character of policies. Third, establishment of inter-agency collaboration system of lifelong education for individuals with disabilities has to be built in a direction that each agency share with information, resources, and funds to provide not a temporary, a single-shot, and a short-term support but a continuous, a long-term, and a lasting support on individuals with disabilities. To establishment of inter-agency collaboration system of lifelong education for individuals with disabilities, each lifelong education agency has to reform their management system and awareness of related persons.
