Adult civic education essentially aims to improve adults’ civic culture. The cultivation of civic mind and civic activism is the basis for the maintenance and development of democracy. It facilitates adults to learn how to improve democratic social life. It helps them to learn how to act so that they can protect their civil rights and fight against the monopoly of power by any privileged class. In all, the purpose of adult civic education is to help raise ritical civic consciousness and responsiveness, without which democracy hardly works. Up to mid 1980s, adult civic education was led by the governmental organizations whose main intention was by and large to indoctrinate people with government\'s views on society. This approach was indeed destructive to the development of the genuine adult civic education, because the enhancement of learners\' own autonomous thoughts and actions is the core value of civic education. In the 90s, NGO\'s developed a variety of programs that could be considered legitimate models of adult civic education. NGO\'s, due to their commitment to democratic social ideals, were fully eligible for delivering civic education programs. NGO\'s identified participatory teaching techniques that could help raise civic awareness and civic responsiveness. Each NGO began civic education programs for the purpose of supporting its own civic activism Later, it developed an independent educational institute or organization that could encompass a wide range of diverse civic educational programs. Adult civic education by the NGO\'s during the last decade is noteworthy in the sense that it created the civic society\'s model of autonomous civic learning. It has, however, definite weaknesses-small scale of operation, lack of experience, and discontinuity of consistent programs. It needs plans for improvement. Comprehensive supporting mechanisms can provide the linkage between the NGO\'s and the formal schools. Legislations can formally support NGO\'s autonomous civic education. Above all, approaches that embrace \'people activism\' perspective can help to identify and address the needs of the lower socal classes, i.e. the working class people and the less advantaged.
