Problems related to the foreign language high school have been discussed as important educational issues in Korea, and various policy changes have been attempted as the subject of serious policy debate. In this study, we use Mucciaroni’s ‘the interest group standing changes model’ as an analytical framework. In the policy process of foreign language high school (2007 ~ 2017), it was analyzed what the status of the issue context and institutional context were. It was also analyzed how the interest group standing and the policy had been changed. For the analysis, many studies, media reports, government press releases, national research reports, Parliamentary legislative initiatives, legal documents, and court precedents were used.
The results of the study are as follows. First, according to Mucciaroni 's model, the status of foreign language high school has risen or declined due to the issue context and institutional context, and policy changes have taken place in this process. Second, institutional context rather than issue context has a significant impact on foreign language high school’s standing changes. Third, in the process of policy change, issue context, institutional context and interest group standing changes interacted with each other.
